Parker patiosand the wallsthat hold them.

Parker runs its own Building Division and moved to the 2024 building codes on 30 June 2026. The Town also writes its own limits on retaining walls, from permit height to how many tiers a terrace can have, and those rules decide what a patio on a slope can look like here.

Retaining walls: Parker's numbers

A retaining wall over four feet needs a building permit in Parker. The Town's Land Development Ordinance also caps residential retaining walls at six feet, limits terracing to two tiers with at least five feet of landscaped terrace between them, and calls for walls faced in stone or masonry block in earth tones. Where a lot borders open space, walls are held to four feet above finished grade, and the Town may review a wall's engineering before it is built.

Pergolas and the 200-square-foot line

Parker's residential code exempts a detached pergola from permit only if it is 200 square feet or smaller, sits at grade, stays out of setbacks and utility easements, and still meets snow and wind loads; Parker designs to a 40 psf ground snow load. Attached covers and larger structures go through the Building Division, and patio covers need zoning approval too. Decks need a permit in Parker regardless of size, which is worth knowing if you are weighing a low deck against a ground-level patio.

Soils that heave, and soils that settle

The Colorado Geological Survey's study of north-central Douglas County, which covers newer subdivisions in and near Parker, found two problems: claystone bedrock and the soils formed from it swell and heave when wet, and windblown deposits can collapse or settle when wetted or loaded. Swelling-soil damage across the Denver area led to class actions involving more than 15,000 homeowners. Every Apex build starts with a #4 rebar grid at 12 inches on center, with Solid and Stronghold set on three and six inches of compacted base.

Common Questions

Do I need a permit for a retaining wall in Parker?

Over four feet, yes. Parker's Building Division lists retaining or block walls over 48 inches as permit work, and the Land Development Ordinance says the same. Shorter walls still have to meet the Town's height and material standards.

Does a pergola need a permit in Parker?

A detached pergola of 200 square feet or less, at grade and outside setbacks and utility easements, is exempt, though it still has to meet snow and wind loads. Larger or attached structures need a permit, and patio covers also need zoning approval.

How tall can a retaining wall be on a Parker home lot?

Six feet is the residential maximum under Parker's Land Development Ordinance. Beyond that the grade has to be stepped, with no more than two tiers and at least five feet of landscaped terrace between walls. Next to open space, the limit drops to four feet above finished grade.
